Evaluating the working of network interface card

  Is there exists a tool which can be used to evaluate the working of a network interface card. The tool must record the number of packets sent, received and other statistical informations which can be used to evaluate it.

Software or hardware?  If software, what operating system?  On linux for
example you can get this information using "ifconfig", or from the /proc
file system.
