Does lwIP work on routers?
Does lwIP provide congestion policy?

With regards

In theory yes.  In practise a router is a very specialised application
that usually requires pretty high performance.  A general purpose stack
with an emphasis on low memory usage like lwIP won't necessarily be the
best choice.  It might provide a good starting point though, and could
be specialised to the task once you'd got something working.

It implements TCP congestion control but nothing more than that.
